Campaign Overview
The One Planet City Challenge (OPCC) was created in 2011 to inspire the world by showcasing what real local action on climate mitigation and adaptation looks like. It is WWF’s global initiative to mobilise local governments around the world to take science‑based climate action.
With more than half of the world’s population living in urban areas, and cities responsible for over 70% of global carbon emissions, local governments play a critical role in securing a climate-safe future.
The OPCC invites cities to publicly submit their climate action plans via a global platform. These plans are analysed against science-based targets and global best practices. After which, strategic feedback and support are provided to city councils as they progress along their individual climate journeys. The insights and recommendations focus on high-impact actions that align with the Paris Agreement’s target of limiting warming to 1.5°C.

Outcomes & Results
Since its inception, the One Planet City Challenge has grown into a truly global movement for urban climate leadership. Between 2011 and 2026, more than 900 cities from 70 countries have accepted the challenge and taken part in the OPCC. This demonstrates a widespread commitment to accelerating climate action at the local level. This broad and diverse participation has built a critical mass of cities driving rapid and effective science-based solutions to the climate crisis.
Over the years, participation has continued to grow. In the 2025-2026 cycle, over 380 cities from 57 countries have joined the OPCC. This record-breaking achievement reflects the strength of WWF’s global network of offices and the dedication of cities worldwide to scale up climate mitigation and adaptation efforts.
